Re-enabling Cache Check appears to have no effect on the download. Ever since EliteDangerous64.exe showed in the popup it has consistently been the listed file.

The problematic files so far in order have been vp8encoder.dll, various files in the 0f folder, and EliteDangerous64.exe. I believe they changed upon uninstalling all the Elite Dangerous files manually, uninstalling through Steam, restarting Steam, then reinstalling.

Copying problematic files from other game versions and slapping them into FORC-FDEV-D-1013 (the Horizons folder) like the caveman I amĮventually, the file in the popup was changed.

Manually pasting the text of the other vp8decoder.dll into the Elite Dangerous vp8decoder.dll like the caveman I am.

Using an (outdated) vp8decoder.dll from another program and just shoving it in there like the caveman I am.

Opening the file listed in the popup in a text editor and deleting all of it or modifying it, it just corrects itself.

Manually deleting the file, closing launcher, then verifying game in Steam.

Manually deleting the file listed in the popup, it simply reinstalls then gets the error again.

Firewall and Antivirus are already disabled.

Uninstalling and reinstalling all game versions through the launcher and through Steam.

Uninstalling and reinstalling the game through Steam.

Uninstalling and reinstalling the game through the Elite Dangerous launcher.

Disabling multi-threaded download and Cache Check.

I was able to install Legacy Horizons and Legacy Elite Dangerous I've been completely unable to find a solution. Upon attempting to install Horizons, I eventually get this error popup.
